AVV. PROF. RICCARDO VILLATA

Prof. Emeritus of Administrative Law at the University of Milan

Born in Parma in August 1941. Graduated in Law from the University of Milan in 1964 with the highest honors and distinction, with a thesis in Administrative Law.
Awarded the title of Free Lecturer in this subject in 1969, he became a Full Professor in 1974, teaching at the Universities of Cagliari, Padua, Pavia, and Milan.
He is currently an Emeritus Professor of Administrative Law.
He practices law and has been registered in the Bar Association since 1967, specializing particularly in cases before administrative and criminal judges.
In addition to his regular work in judicial proceedings, he serves as a President or Member of Arbitral Panels in disputes related to public law issues, as well as a consultant and representative in proceedings under the jurisdiction of independent authorities.
He is the President of the Association of Scholars of Administrative Procedure and the Director of the scientific review "Administrative Procedural Law." He is the author of numerous articles and essays, including a notable collection titled "Current Issues in Administrative Jurisdiction" from 2009. He has also written a section on Administrative Decisions in a widely used university manual (published by Monduzzi), five monographs, the latest of which, specifically dedicated to public services and their current forms of management, is now in its sixth edition.
He has also edited the collective volume "Public Contracts for Works, Services, and Supplies," published in 2014 by Cedam in Padua, personally drafting the chapter on abnormal bids. He has also published "Writings on Administrative Justice" in 2017 and "Writings on Jurisdictional Issues: Between the Ordinary Judge and the Administrative Judge" in 2019.
He has participated in drafting legislative proposals related to local public services. He is a speaker at numerous conferences and masters, notably those dedicated to administrative justice, public entity procurement contracts, and project finance procedures.
He was a member of the Commission tasked with preparing the text of the Delegated Decree Reforming Administrative Proceedings. He was the Scientific Director of the "Center for Judicial Studies" established at the Faculty of Law of the University of Milan.
In 2011, he received the Sorrentino Prize as an "outstanding expert in administrative law." He is widely recognized as a top-level professional in the field of administrative law in Italy according to Chambers Europe and Legal500.
